Forms and Leaflets - Local Government Pension Scheme Regulations (NI) 2000
I enclose a supply of the new scheme leaflets and forms which you will require to administer the Local Government Pension Scheme Regulations (NI) 2000, which come into effect on 1 August 2000. This circular provides advice and guidance on the use of each of the forms and leaflets enclosed. Further copies of all items can be obtained from NILGOSC on request. [Large employers, please note that your forms and leaflets may be delivered separately from this circular.]
Leaflets
Employee's Guide - to be distributed to existing and potential scheme members on request.
Changes to the Local Government Pension Scheme - this must be distributed to all existing members within 30 days of the new regulations taking effect, and may also be given to existing employees who have not yet joined, or have opted out of the scheme.
Back-Dating Part-Time Membership - to be given on request to existing employees who work or have, at some time since 1 January 1973, worked less than 15 hours per week. Please note that employees who work less than 15 hours per week will automatically be in the scheme from 1 August 2000, unless they opt out in writing.
N.B. The lump sum calculation on the back page of this leaflet should read:
3 2 years 128 days X 80 X £9,620 = £848.01
Forms
LGS1 - Employee's Membership Option - to be completed by all new employees and existing employees who are not members of the scheme, but for whom no written notice of opting-out is on record. Form LGS1 should be forwarded to NILGOSC where the employee has opted to join the scheme, or retained on the personnel file if the employee opts not to join.
Please destroy all existing stocks of Employee's Membership Option for NM1 and use form LGS1 with immediate effect. Old style NM1 forms and Admittance forms will not be accepted by NILGOSC after 1 August 2000.
LGS13 (New Form) - Certificate of Material Reduction - Replaces form LGS15 when a member's remuneration is permanently reduced due to circumstances outside the employee's control (e.g. downgrading or reduction in hours which is involuntary).
LGS14 - Amendment Details Form - used to notify the Committee of changes in member's contractual conditions of employment resulting in an increase or reduction in remuneration.
Please destroy existing stocks of form LGS14.
LGS22 - Ill Health Medical Request Form - this has been amended to include a declaration which must be signed by the employee before a medical examination can be arranged.
Please destroy all existing stocks of old style forms LGS22. Please note that old style forms LGS22 will not be accepted by NILGOSC after 1 August 2000.
LGS20 - Nomination of Beneficiary - to be given to all new employees, and to existing employees on request.
The provisions of the new Regulations will be dealt with in greater detail at the Employers' Seminars to be held during the latter part of July and August (see Circular 6/2000). However, if you have any pressing problems with regard to the enclosed forms and literature, please do not hesitate to contact me.
