NILGOSC ORGANISATIONAL STRUCTURE

 

The Northern Ireland Local Government Officers' Superannuation scheme is managed by a Committee consisting of 12 members and a Chairperson appointed by the Department of the Environment.  The Committee meets 11 times per year and its authority to manage the scheme is set out in the Local Government Pension Scheme (Administration) Regulations (Northern Ireland) 2009.

  

The Chief Executive and Secretary, as Accounting Officer, is responsible for the operational management of the organisation and for providing strategic advice to the Committee.  The Chief Executive and Secretary is not a member of the Committee.

 

NILGOSC has five departments, led by a manager reporting to the Deputy Secretary. These are Pensions Administration, Investment & Governance, Finance, IT and Administration.

Chief Executive and Secretary

David Murphy

 

The Chief Executive and Secretary is the Accounting Officer responsible to the Committee and to the Accounting Officer of the Department of the Environment. The Chief Executive and Secretary is responsible for the strategic direction of the Committee.

 

David Murphy joined NILGOSC as Deputy Secretary in 1999 and was appointed Chief Executive and Secretary in 2011. A Chartered Accountant by training he has previous experience in the public sector and private sector consulting. David is also a Member of the General Dental Council and a Lay Member of the Solicitors Disciplinary Tribunal.

The Deputy Secretary is responsible for assisting the Chief Executive and Secretary and Committee with strategic issues and overseeing the operational management of the organisation.

 

 

 

Pensions Manager

 

Zena Kee

 

The Pensions Administration section provides a service to our active members, deferred pensioners and pensioners by registering new employers to the scheme, recording new members and their subsequent employment history, providing information about benefits, and calculating and paying retirement and leavers’ entitlements.

 

After graduating from Queen’s University Belfast Zena Kee spent 7 years working in London and Belfast within the private financial sector.  Zena joined NILGOSC’s Pension Administration department in 1994 and was appointed Pensions Manager in August 2006.

 

 

Finance Manager

 

Andrew Yap

 

The Finance section supports the other sections with IT and financial matters as well as collecting employer and employee contributions.

 

Andrew Yap was employed as the Principal Accounting Officer in Down District Council before joining NILGOSC in June 2002.  Prior to working in the public sector, he had worked in the private sector for a number of years as Financial Director of an educational supplies company.  Andrew is a Chartered Accountant.

 

Investment and Governance Manager

The Investment and Governance section manages the Investment Fund in line with the Statement of Investment Principles, execute the Committee's Responsible Investment policy and maintains the Committee's governance framework.

 

Nicola Todd is a Chartered Accountant and joined NILGOSC in 2002
