The
Northern Ireland Local Government Officers' Superannuation scheme is managed by
a Committee consisting of
10 members and a Chairperson appointed by the Department of the
Environment. The Committee meets 11
times per year and its authority to manage the scheme is set out in the Local
Government Pension Scheme Regulations (
The Secretary, as Accounting Officer and de facto Chief Executive, is responsible for the operational management of the organisation and for providing strategic advice to the Committee. The Secretary is not a member of the Committee.
NILGOSC has four
departments, led by a manager reporting to the Deputy Secretary as shown

Secretary Deane
Morrice |
The
Secretary is the Chief Executive and Accounting Officer responsible to the
Committee and to the Accounting Officer of the Department of the
Environment. The Secretary is responsible for the strategic direction of
the Committee. Deane
Morrice joined NILGOSC in 1982 as Deputy Secretary and was appointed
Secretary in 1999. A
Chartered Certified Accountant his previous experience is mainly in local
authority accounting and auditing in Scottish Local Government. Deane was the founder Chairman of
the National Association of Pension Funds Northern Ireland Group from 1996
– 1999 and continues his involvement with the group as a member of the

Deputy
Secretary David
Murphy |
The Deputy
Secretary is responsible to the Secretary for the overall operational
management of the organisation and assisting the Secretary and Committee
with strategic issues. David
Murphy joined NILGOSC in 1999. A Chartered Accountant by training he has
previous experience in the public sector and private sector consulting.
David is also an Independent Lay Chair of the EHSSB Complaints Panel, a
lay adviser to the EHSSB Governance and Audit Committee, a Member of the
General Dental Council, Board member of BIH Housing Association and a
director of BH Property Ltd. |

Pensions
Manager Zena
Kee |
The
Pensions Administration section provides a service to our active members,
deferred pensioners and pensioners by registering new employers to the
scheme, recording new members and their subsequent employment history,
providing information about benefits, and calculating and paying
retirement and leavers’ entitlements. After
graduating from Queen’s Universiity Belfast Zena Kee spent 7 years working

Finance
and IT Manager Andrew
Yap |
The Finance
and IT sections supports the other sections with IT and financial matters
as well as collecting employer and employee
contributions. Andrew Yap
was employed as the Principal Accounting Officer in Down District Council
before joining NILGOSC in June 2002.
Prior to working in the public sector, he had worked in the private
sector for a number of years as Financial Director of an educational
supplies company. Andrew is a
Chartered Accountant. |

and Governance Manager Nicola
Todd |
The
Investment and Governance section manages the Investment Fund in line with
the Statement of Investment Principles, execute the Committee's
Responsible Investment policy and maintains the Committee's governance
framework. Nicola is a
